Download here. you will find a zipped file with the Control Panel for DX9c
Just uncompress the directx.cpl file into the windows/system32 directory.
So now when you goto control panel a new tab will appear with DirectX.

For us DX8 users, will this change or screw anything up?

The control panel has to be identical to the dx version installed so unless you use dx9c, don't install it.
