Is this driver apart from being whql certificated an improvment compared to 163.71? Is it possible to overclock with this driver?

This driver is dated 17 August 2007, same exact date as 163.44. Besides WHQL, what, if any differences are there? There are no release notes for this driver.

Also, why has the Download Drivers page not been updated lately???
