8600M GS and S-Video out resizing (or lack thereof)

I have a new HP DV9500t with 8600M GS running Vista Home Premium 32 and I can't get the S-Video output to fill my standard TV screen (not hdtv). The best luck I've had are with HP's NVIDIA GeForce 8400M/8600M GS Video Driver 7.15.11.145 A. These drivers fill my TV screen horizontally but not vertically. The problem is, this means I have an extra set of grey bars on the top and bottom of my screen when watching videos.

The current Nvidia control panel seems to be missing the Adjust TV Screen Size setting mentioned in their help file.

Is there any .inf tweak or regedit changes I can do to enlarge the S-Video output so it fills my TV screen? Or is there some third-party software that will allow me to fill the screen?

I have tried some of the drivers here, such as 163.44, 163.71 and 163.75, but for S-Video output, they fill even less of the screen than the HP drivers, so they show my desktop or video with a thick black frame around all sides.

A few years ago I used to use TVTool to properly output S-Video, but then my Geforce 6800 had all the TV-out functions built into the Nvidia control panel. The current Nvidia control panel seems to be a giant step backward.

Is there anything these days like TVTool for the 8600M GS that will let me increase my S-Video out screen size? Or does anyone have some hints for registry keys to look at?

Thanks for your help.
