FPS issue

I keep having some troubles with my fps in games. The framerate is either at a normal rate (around 100 in counter strike source, 60 in call of duty 4), but then suddenly drops to a very low one (around 25 in counter strike and even lower in call of duty). For some reason it is either stuck around the normal one, then jumps to the low one, jumps back to the normal one, etc..

Seeing as I meet the specs needed for these games ( geforce 7600 go, 2 gig ram, core 2 duo), and I actually get the normal rate most of the time, I think this is not hardware related. Therefore I tried installing new drivers (the 156.87 one for win xp 32 bit for example). Yet, this did not help me at all, it seems to have even lowered my fps.

I've tried turning off anti-aliasing, vsync and anistropical filtering, all to no prevail. Can anyone help me on finding out what is wrong and what to do next?

Thanks in advance.
