Do I need to do it the Registry way or can I just disable it normally?

Considering the solutions in this thread and the last, at this point i believe I have exhausted all the solutions I can currently think of, but I will tell you if I think of anything else.

GUESS WHAT ANDREW!

I used Riva Tuner enable ForcePerfLevel

went to overclocking and made it so that all of them are running on performace 3d..

and now!

I get good FPS, playable.

Its not as good as before, but it will do until I get a new laptop =)

yup.

I found out because..

I looked a GPU senors when I was playing a game again.. and....

they werent going up? So I guess that was the problem.

and then I just forced it to stay at Performance 3D so its all good.

And do what I wrote about RivaTuner - you can see every important frequency and temperature in its logs after playing and see if everything runs on max speed and in suitable temperatures. If you had done it, the reason for bad performance had been obvious earlier.
