So I guess 24.20.100.6286 is the latest driver for ltsb (1607)? cant open the control panel for drivers newer than that..

According to the release notes / readme.txt, yes.

Any drivers newer than 6286 only list RS3 and RS4 as supported:

avoid using version 24.20.100.6344 of the Intel display/graphics driver as it is blocked from any upgrades to Win10 v1809

use 6346 or higher when running or upgrading to win10 v1809 & higher
