The drivers you have installed (10.18.14.5117 / 15.36.38) are from a different driver branch than this one.

Because you are using Windows 7, the 10.18.14.xxxx drivers are the latest you can use for your Haswell "Intel(R) HD Graphics 4600".
20.19.15.xxxx drivers support Haswell only on Windows 10.

You have probably selected the wrong driver.

We need to know your system specifications,
eg via report from  Intel SSU

or a screenshot from GPU-Z

or a report from dxdiag.exe

The driver that i was downloading is that one that the brand of my laptop(asus) chosen for the version of my laptop, the Proprietary driver for Graphics.  Now I'm downloading gpu z

i have the intel hd graphics 4400, the driver that i downloaded for it is here https://www.asus.com/me-en/Laptops/X540SA/HelpDesk_Download/, idk why it says that ain't got the system requirements, in the readme text of the driver installation there is that i need 1gb in System memory folder and sufficient hard disk space in <temp> directory.
