Make sure you are in either Clone Mode or DualView Mode. (You might have to reboot with your external monitor attached for this to take effect.)

If that doesn't work, go into the Video Overlay Settings page and check the "Enable VMR" box.

when playing dvd or media player video there is no picture on external outputs even though laptop sceen displays picture

they do display media player & dvd player borders

In that case, try disabling VMR on the overlay page, then go into the advanced settings for your player and try enabling or disabling the various VMR and Overlay settings you find there. If you can see the player borders but not the video image, it's definitely either a VMR or Overlay problem.
