Geforce 9500MGS Clock problem?

I was looking at the benchmarks ere -

and it says he memory clock for the 9500M GS should be 700MHz. However GPU-Z lists it as only 400 Mhz. What's going on?

This could be because PowerMizer is throttling down your GPU clock. Try running a 3D application at the same time as you look at the clock speed and see if it goes up.

No, it doesn't go up. GPU-Z says it's the default speed too.

I am so sorry. I thought you were talking about GPU clock. With memory clock, the clock reported by GPU-Z is the clock which is sent to the memory. Because the memory is DDR/GDDR3 (which stands for Double Data Rate) the effective clock of the memory (and therefore what is advertised) is twice what you see in GPU-Z.
