Toshiba 35M series bootable cd help

okay had my motherboard replaced. repair center didn't reprogram DMI and I don't want them touching my laptop again.

What are the steps I need to take to fix this problem. I have read all over the place and tried so much nothing works.

Hell I can't even make a bootable cd.

How do I make one?? i tried nothing works. I can use Nero, Sonic's RecordNow 7 for burning.

I have these files:

I don't have a floppy drive in my laptop.
